Sports betting activity in Virginia sees sharp rise in December

Virginia – In a newly released report by the Virginia Lottery, sports wagering activity for December 2025 revealed that Virginians wagered a staggering total of “$710,948,200” between December 1 and December 31. The report reflects submissions from fourteen mobile operators and three licensed casinos approved to accept wagers throughout the state.

High Wagering Volume and Increased Hold Percentage

The December handle represents a significant spike in betting activity, matched by a notably high win percentage for operators. Virginia bettors won a total of “$627,530,442,” translating to a combined hold—or operator win percentage—of 11.73%, which is approximately 5% higher than the hold recorded in December 2024.

According to the Virginia Lottery, the state assesses a 15% tax on each operator’s adjusted gross revenue (AGR), which accounts for gross wagers minus winnings and allowable deductions. In December, combined AGR for all sports betting activity totaled “$79,267,870.” Mobile operators were responsible for the majority of this figure, contributing over $79.1 million, while casino retail operations contributed $115,064.

No bonuses or promotional deductions were reported during the month. However, other authorized deductions accounted for “$4,149,889” in total.

Nearly $12 Million Collected in Sports Betting Taxes

Ten operators posted net positive AGRs for the month, leading to a total state tax contribution of “$11,933,524.24.” As directed by state law, 97.5% of this amount—”$11,635,186.13″—was allocated to Virginia’s General Fund, while the remaining “$298,338.11” was designated for the Problem Gambling Treatment and Support Fund. The latter is managed by the Virginia Department of Behavioral Health and Developmental Services.
