Virginia residents encouraged to use tax refund donations to improve outdoor accessibility and preserve nature
Richmond, Virginia – As tax season begins, Virginia residents have a unique opportunity to support trail accessibility and biodiversity conservation by donating a portion of their 2024 state income tax refunds to the Open Space Recreation and Conservation Fund. This initiative allows Virginians to make a direct impact by helping remove barriers to outdoor recreation for individuals with disabilities while also supporting wildlife preservation efforts.
Expanding Trail Access for People with Disabilities
Half of the contributions to the Open Space Recreation and Conservation Fund go toward Trail Access Grants, a state program that provides funding to localities for projects aimed at improving outdoor accessibility. These projects create paved trails, designated parking, and improved signage, making Virginia’s natural spaces more inclusive for all visitors.
One of the success stories of this program is Big Gem Park in the Town of Shenandoah, which received grant funding in 2023 to pave a 36-inch-wide trail, install accessible parking, and add signage. The improvements have allowed more people to enjoy nature with ease.
Shenandoah Town Manager Charles Jenkins highlighted the impact of the project:
“The 0.25-mile accessible trail at Big Gem Park has been enjoyed not only by those with mobility issues, but those who enjoy an easy, paved trail in a forested area. There are benches along the trail for those who want to sit in the tranquil setting listening to the birds sing. This trail was designed for all to have a safe and enjoyable experience in the great outdoors.”
With trails ranked as the second most needed outdoor recreation feature in Virginia, as noted in the Virginia Outdoors Survey, these contributions help fill a critical gap in inclusive outdoor opportunities.
Supporting Biodiversity Conservation Efforts
The remaining 50% of the fund supports the Natural Heritage Program, which works to protect Virginia’s native plant and animal species and preserve ecologically significant lands. With 40% of animals in the United States at risk of extinction, these efforts play a crucial role in preserving Virginia’s natural biodiversity.
The program’s conservation efforts contribute to the Virginia Natural Area Preserve System, which includes over 20 preserves across the state. These areas provide hiking trails, water access, bird-watching spots, and nature photography opportunities, offering low-impact recreation while safeguarding critical ecosystems.
How to Donate Through the Virginia Tax Check-Off Program
Virginia taxpayers can easily contribute to the Open Space Recreation and Conservation Fund when filing their state income tax returns. To donate:
- Enter Code Number 68 on Schedule VAC (Virginia Contributions Schedule), Section II (Other Voluntary Contributions).
- Attach Schedule VAC to Form 760 (PDF), the standard state individual tax return.
