Virginia awards $99 million to strengthen community flood resilience in sixth round of statewide program
Richmond, Virginia – The Virginia Department of Conservation and Recreation (DCR) has announced a major investment in flood resilience, awarding $99 million through the Virginia Community Flood Preparedness Fund (CFPF) to help cities, towns, and regional partners across the state better manage and reduce the impacts of flooding.
Sixth Round Delivers Critical Funding for Flood Risk Planning and Mitigation
The sixth round of the CFPF opened in October, offering both grants and loans aimed at strengthening flood resilience in communities across Virginia. The DCR received a total of 78 applications, with requests totaling nearly $129 million, demonstrating the growing need for flood protection projects across the Commonwealth.

The CFPF prioritizes projects that align with local, state, and federal floodplain management standards, as well as community resilience plans and the Virginia Coastal Resilience Master Plan. These efforts reflect the state’s continued commitment to the Commonwealth Resilience Planning Principles, which guide long-term strategies for adapting to rising flood risks.
Since its creation in 2021, the CFPF has awarded over $315 million to Virginia localities for innovative flood resilience and mitigation efforts. The latest round builds on that momentum by funding projects that include floodplain mapping, stormwater improvements, green infrastructure, and community engagement efforts to reduce future flood damage.
Fund Administration and Ongoing Support for Localities
The program is administered by the Department of Conservation and Recreation, in partnership with the Virginia Resources Authority, which assists with the financial aspects of the fund. DCR also manages the state’s overall floodplain management program, ensuring all funded projects meet technical and policy standards.
