Virginia Lottery reports more than $689 million dollars in sports wagers during March
Richmond, Virginia – Sports wagering in Virginia continued its steady rise in March 2025, according to a new report released by the Virginia Lottery. Bettors across the state wagered a total of $689,665,044 between March 1 and March 31. This figure marks an 8.5 percent increase compared to March 2024, reflecting the growing popularity of legal sports betting in Virginia.
The report notes that fourteen mobile operators and three casinos were authorized to accept wagers during the month.
While bettors were active throughout the month, they also enjoyed significant returns. In total, they won $638,986,760, which resulted in a combined 7.35 percent hold or operator win percentage for the licensed sportsbooks and casinos.
State Tax Contributions and Revenue Breakdown
Under state law, Virginia places a 15 percent tax on adjusted gross revenue (AGR), which is calculated as total wagers minus total winnings and other allowable deductions. In March 2025, total AGR reached $45,085,192. This amount included $44,392,910 from mobile operators and $692,282 from casino retail activity.
Virginia’s tax structure ensures that most of the collected taxes benefit public programs. Of the tax on sports betting AGR, 97.5 percent goes into the state’s General Fund, while 2.5 percent supports the Problem Gambling Treatment and Support Fund, which is managed by the Virginia Department of Behavioral Health and Developmental Services.
For March, the state collected a total of $6,754,928.21 in taxes on sports betting. From that amount, $6,586,055.00 was allocated to the General Fund, while $168,873.21 was directed to the Problem Gambling Treatment and Support Fund.
The report also notes that eleven operators reported net positive AGR during the month, meaning they contributed to the state’s tax revenue for March.
