City of Roanoke appoints new City Attorney following extensive nationwide search
Roanoke, Virginia – The City of Roanoke has officially appointed Laura M. Carini as its next City Attorney, effective March 1, 2026. The announcement follows an extensive national search aimed at identifying a candidate with deep legal knowledge, municipal experience, and a strong understanding of Roanoke’s evolving priorities.
Longtime Legal Advisor Steps Into Leadership Role
Ms. Carini has served in the Roanoke City Attorney’s Office since 2012, most recently holding the position of Deputy City Attorney since 2024. Over the past decade, she has earned a reputation for legal excellence, government insight, and a thoughtful, strategic approach to complex legal matters. Her areas of expertise span Virginia municipal law, litigation, governance, procurement, economic development, and public administration, making her well-equipped to advise the city through its next chapter.
Her deep involvement in advancing Roanoke’s economic development goals and her ability to protect the City’s interests throughout numerous legal matters made her the standout choice.

A Proven Leader With a Strong Educational Foundation
Carini is a graduate of the William and Mary School of Law and the University of Virginia. She recently completed the rigorous Certificate in Leadership Training for New and Aspiring Virginia Local Government Chief Legal Counsel, a two-year program designed to strengthen leadership and legal management capabilities for top legal officials in local government.
This certification affirms that Carini has the legal, managerial, and leadership tools necessary to succeed in her new role. As City Attorney, she will lead Roanoke’s legal team, providing high-level guidance to city officials, managing litigation, ensuring compliance with local and state law, and helping navigate policy initiatives.
Honoring a Legacy of Service
Carini will take over from Timothy Spencer, who is retiring after six years as Roanoke’s City Attorney. Spencer’s long-standing service to the city also includes more than 16 years as Senior Assistant City Attorney, during which he played a critical role in shaping Roanoke’s legal direction.
With this appointment, Roanoke signals its confidence in Carini’s ability to lead the legal department into a future focused on growth, innovation, and sound governance. Her promotion reflects not only her past contributions but also the city’s trust in her to provide steady legal leadership during a time of continued progress.
