VDOT announces two day lane closure on East Little Creek Road for major drainage installation

Norfolk, Virginia – The Virginia Department of Transportation (VDOT) has announced a continuous single-lane closure scheduled to begin on East Little Creek Road in Norfolk. The closure will last for approximately 48 hours and is part of ongoing construction for the Hampton Roads Express Lanes (HREL) Norfolk Segment.

Starting as early as 7 p.m. on Monday, December 9, contractor crews will close the northbound right lane of East Little Creek Road between Waco Street and San Antonio Boulevard. During the closure, all northbound traffic will shift to the left lane, allowing only one lane of travel through that area. The work is expected to continue until around 7 p.m. on Wednesday, December 11, weather permitting.

According to VDOT, the lane closure is necessary to install a new drainage system as part of the broader infrastructure improvements under Phase 1A of the HREL Norfolk Segment. Motorists are urged to plan ahead and expect possible delays during the 48-hour period.

Drivers Encouraged to Use 511 for Real-Time Traffic Updates

To help motorists navigate around construction-related slowdowns, VDOT recommends using its free 511 Virginia traffic tools, available online at 511Virginia.org and on mobile devices through the 511 app. The 511 system, integrated with the Waze GPS app, offers real-time updates on construction zones, traffic conditions, incidents, weather impacts, and traffic camera views throughout the region.

Overview of the Hampton Roads Express Lanes Norfolk Segment

The ongoing work is part of a broader initiative launched in summer 2023 to improve traffic flow and expand options for commuters in the Hampton Roads area. The HREL Norfolk Segment (Phase 1A) focuses on transforming the inside shoulder of I-64 between Patrol Road and Tidewater Drive into a part-time high-occupancy toll (HOT) express lane. The project covers approximately two miles and includes widening and rehabilitating multiple bridges along I-64.

Once completed, the Norfolk Segment will be integrated into the larger 45-mile Express Lanes network stretching from west of Denbigh Boulevard in Newport News to the I-264/I-664 Bowers Hill interchange in Chesapeake. This regional infrastructure investment uses dynamic tolling to manage congestion, improve travel reliability, and give drivers more flexibility during peak travel hours.

VDOT notes that as population and traffic demands grow in Hampton Roads, the expansion of the Express Lanes network will serve as a sustainable and efficient way to address long-term transportation needs.
